Referring to Viscount Harcourt's Circular Despatch of the 28th April, 1915, and to Mr. Long's Circular Despatch of the 22nd December, 1917, I have the honour to forward for Your Lordship's consideration and approval the enclosed Certificate of Naturalization of Mr. Samuel Ebenezer Green, who was born in Swatow in China on the 5th of October, 1879, together with the following documents in support

of his petition Mr. Green states that his father was a British subject, while he is himself or Chinese nationality; it being very doubtiui whether he was born in wedlock. Mr. Green is well known to Mr. Severn, the Colonial Secretary, who
